As the country’s highest legislative body, it set out to become a front-runner in public-sector digital innovation. But ambition alone wasn’t enough. The institution faced structural headwinds that made transformation anything but straightforward.
Challenge
Decades of organic growth had left Parliament with systems that had served the institution reliably for years but were approaching their natural end of life. As the technology landscape shifted, so did the available talent pool, making it increasingly difficult to find specialists for older platforms. The moment was right to invest in a modern foundation that would carry Parliament into the next decade.
At the same time, many established workflows still relied heavily on manual steps, leaving room for digitalization. The application landscape was complex and tightly integrated, which made it difficult to update individual applications while ensuring data consistency. This created significant potential to add real value through targeted digitalization.
Parliament needed partners who could think beyond the next delivery and help drive a transformation that was as much about people and culture as it was about technology.

Solution
“Bumblebee” was born, a multi-year strategic innovation program for the Austrian Parliament. Built on genuine partnership between the Austrian Parliament, Cloudflight, and other technological and consulting partners, we drive this transformation forward.
The name says it all: a bumblebee shouldn’t be able to fly according to the laws of physics, but it does anyway. And so does this ambitious program.
Cloudflight contributes several teams, each mixed with Parliament’s own IT staff, working across parliamentary session operations, internal data administration, and the institution’s public-facing digital channels. This mixed-team model keeps institutional knowledge alive while new systems take shape, and it builds internal capability from day one rather than creating dependency.
Concrete results are already visible:
- An overhaul of the speaking-time management system enabled digital speaker registration and tracking on the session floor.
- A central platform now handles Member-of-Parliament data, from transparency declarations to a children’s web section.
- Three fragmented mobile apps became one: “Mein Parlament,” where citizens can live-stream sessions, follow speakers, and set reminders for topics they care about.

Benefits
After the most recent election, new members of parliament largely completed their data onboarding within days. A process that previously required considerable coordination effort and follow-up now runs in a fraction of the time. Data quality has improved noticeably, with fewer manual steps and built-in validation reducing the need for corrections. All these improvements went live in the program’s first year alone.
The main payoff is structural: Parliament has built an innovation methodology it owns, teams that collaborate across organizational boundaries, and a culture where user involvement is treated as standard practice.
