Vienna, 6 July 2026 – Public administrations across Europe face the challenge of making complex funding processes more efficient while simultaneously simplifying access for applicants. Many Interreg programmes still rely on individual standalone solutions that incur high development and operating costs.

European recognition for Jems

Jems (Joint Electronic Monitoring System) takes a different approach: the platform provides a shared digital infrastructure for Interreg programmes and supports end-to-end processing of funding workflows — from application through reporting to disbursement.

In recognition of this approach, Jems has been awarded the Good Practice Certificate at the European Public Sector Award 2025–26, conferred by the European Institute of Public Administration (EIPA) in the category “Delivering User-Centric Services at Subnational Level”.

Success in practice

Jems is already used by more than 50 of the 86 Interreg programmes. In user surveys, approximately 80 percent of grant recipients report that they perceive the platform as easy to use.

The project also received national recognition the previous year: at the Austrian Administration Awards, Jems was shortlisted in the category “Innovative Service Design & Digital Services” among 149 submitted projects.

Cloudflight has been developing Jems as the sole implementation partner of Interact for several years.

Digital administration needs shared platforms
